Starting a club can be approached in various ways, depending on the degree of interest among the local runners. If there is little activity in your area, interest in the group runs might be generated as a preliminary or first step for a club. The easiest way to create interest is to schedule low-key events at the same time and locale, at regular intervals. For example, everyone might gather at 5:30 PM at the local park (main parking lot) every Monday. A loop course is probably best, so that those who are strong enough to run multiple loops can do so.
The above is an excerpt (in fact the first paragraph) from a very informative document titled How to Start a Running Club issued by RRCA. This is a perfect way to create what is not existing now - wide spread interest among the population in regular running!!

I think this is a wonderful concept you have come across, It is good that you shared it at this stage itself I think before we take permissions and go ahead with our planned we need to learn several things wherein we can hit upon alternative ideas and suitable convenient to make our views successful in different / alternative ways. I think we should discuss on this soon, so plan accordingly.
